Denver Electricity Costs Are Going Up โ€” Here's Why

Denver electric rates have been climbing about 6.0% a year, mostly driven by wildfire mitigation and grid-hardening costs. Here's what the numbers actually show, why it's happening, and what Colorado residents can do about it.

The numbers

Xcel Energy customers in Colorado currently pay around $0.140/kWh on average. At the historical escalation rate of about 6.0% a year, that rate compounds quickly if it holds:

That's a 221% increase over 20 years if the trend continues โ€” meaning the same household usage that costs $140 today per 1,000 kWh would cost roughly $449 at that point.

What's actually driving the increase

Xcel Energy has passed several rate cases since 2023 to fund wildfire mitigation (undergrounding lines, vegetation management) and grid modernization across its Colorado territory. The Colorado PUC has approved multiple increases, and utilities statewide are asking for more to cover rising capital spending.

Denver averages roughly 245 clear or partly sunny days a year โ€” plus over 3,100 hours of sunshine annually, among the highest totals of any major U.S. city โ€” and sits at 5,280 ft elevation, both of which meaningfully boost solar panel output compared to lower, hazier climates.

How residents are fighting back

You can't vote down a rate case yourself, but you can reduce how much of your bill is exposed to it. Colorado's HB 26-1007 now allows a permit-free, no-utility-approval plug-in solar system up to 1920W โ€” effective January 1, 2027. Most plug-in systems this size don't qualify for net metering, so the strategy that actually works is maximizing self-consumption โ€” using the power as you generate it, rather than exporting it back to the grid at a rate that keeps rising anyway.
